Downloadable at once No I changed B5 to NO because there is not option to download data in bulk. Each bill has to be downloaded separately. Also, status of bills and Hansard record are on different pages altogether.
Up-to-date No [Original submitter comment]Last update 21 December 2016. Could be delayed in updating due to December vacation. [Reviewer comment] I changed this to a NO. I mainly made the decision based on the fact that Status of Bills was last updated on Jan.30, 2017 (today is Mar. 2), so a month ago. Moreover, the last bill uploaded was introduced on Feb. 13- so more than two weeks ago- which is still a bit delayed.

characteristics Content of bill, Author of bill, Transcripts of debates on bill, Status of bill I changed the submission to indicate that votes are not present. Although on the website there is a document called "National Assembly/Senate Votes" for each day the legislature was in session, I was actually not able to find a record of votes on these documents (just a summary of questions asked and Orders of the Day). Transcripts are available because the Hansard transcript for each day is provided (so by finding the day a bill was introduced, one can locate its debate on the Hansard of the day). Status of Bill is available on a separate page from the texts of bills. The page is called "Definition of Bills and Bill Status" and it contains a chart of all the bills that are currently under the legislature and their status. Author of bill is the respecting ministry that proposed the bill (in the case of government bills).

I made a few changes to the original submission. 1) Changed B3 to indicate votes were not available. 2) Changed B5 to indicate data is not available in bulk 3) Changed B6 to claim that data is not up do date. This decision was made mainly on the fact that the last status update on bills was made a month ago. The original submitter also seemed to have noticed about a month delay in updates. This is more than the three weeks threshold of this survey. 4)Changed B8 to indicate that data is available in HTML. See comments throughout. Despite the changes, I am accepting the submission because the required characteristics are available (even though status is found on a different page and it was a bit more difficult to locate).

This submission should be accepted because all required characteristics are available in the data set.
