Upon reviewing the site, however, I could not find the data. https://www.fgdc.gov/standards/projects/cadastral/index_html The NAP site (https://www.nap.edu/read/11978/chapter/6#58) provides an excellent description of the FGDC and may also point to other potential data sources to be searched by the expert reviewer: "As part of the FGDC, this subcommittee is charged with coordinating the interest in cadastral information of stakeholders at all levels of government. To support the coordination activities the subcommittee established an eastern and a western coordinator and steering committees. The committees focus on activities of regional concern as well as items of national interest. As discussed in Chapter 2, this subcommittee was instrumental in creating the content data standard for a modern land parcel data model. This standard is part of the Framework Content Data Standard, which is now going through its final approval at the American National Standards Institute level. Once approved, it will become an American National Standard applicable for adoption and use at all levels of government and industry."
