The original submission does not count as valid. The submitter refers to a spending list for subsidies (downloadable as XLS, and openly licensed as https://data.gov.tw/license#eng). According to the source website, the data presents subsidies by the Ministry of the Interior to the county government, groups and individuals of the subsidy schedules (aggregated). The data is not itemised, therefore does not meet the required level of detail (transaction level, displaying the recipient). Subsidies are also only one part of the spending record. Expenditure data from the procurement process needs to be contained.
