The dataset is openly available online and free of charge via the Federal Tax Service website under the Open Data section - Unified Register of small and medium-sized businesses in Zipped .XML format (2.8GB) and downloadable at once. The data are openly licensed and regularly updated. It may be worth noting that the Federal Tax Service also offers a search feature to look for "information on the state registration of legal entities and individual entrepreneurs, peasant (farmer) households" were results include Name of the legal entity, Address (location) of legal entity, BIN, INN, PPC, Date of assignment BIN, winding-up date, and invalidation date in .HTML and .PDF format, however one needs to know the VAT/BIN number of an entity in order to find it and results are behind a captcha: https://egrul.nalog.ru/#
