The other required characteristics, status of bills and author of bills are not found. The optional characteristics, transcripts and votes on bills are not available either. For this reason B2 is being answered with NO.

The original submission was rejected for the following two reasons: 1) it was based on an URL which led to laws, not bills. As a reviewer I was able to locate the URL where the content of bills was found (I have noted in the comments). 2) The original submission had incorrectly answered B2 with yes (it had stated that content and author of bills was available). B2 should be answered with a NO because two required characteristics are missing.

The original submission was rejected. This submission more accurately indicates that data published by government is missing the required characteristics.
