The submission fulfills all criteria. The information is readily available at both links. The link to the Senate offers draft legislation and voting information by individual senators (https://dati.senato.it) and detailed reports of draft titles and the date it was presented in Parliament, available in XML, JSON and CSV. The Parliament website provides historical and current voting, debates/discussion and chamber acts datasets available for download in RDF. I modified the submission to reflect the variety of downloadable file formats.
