[Comment by reviewer] The original submission indicated that the data was openly licensed giving the rationale noted above. I am changing this to a NO. There is no indication on the website that the content is in the open domain. The URL (https://main.knesset.gov.il/About/Pages/Copyright.aspx) provided in the original submission states: "User may make "fair use" of the protected material as set out in the law, as well as a quote from the protected material in a reasonable manner". In addition, the bottom of the page makes a copyright claim to ”All rights reserved to the State of Israel - the Knesset or to third parties, as set out in midfield". The original submitter, other than generally stating that laws are in public domain provided no other convincing proof. The proof from the website indicates that the content is not in the open domain. Since for the purpose of this survey we are strictly concerned with online content, I am changing B7 to NO. |
