The submission is mostly correct. Some slight changes were made. Open license: the XML file contains a copyright note that reads as follows "The content available in this file, including but not limited to all text, graphics, drawings, diagrams, photographs and compilation of data or other materials are protected by copyright. The Government of the Hong Kong Special Administrative Region is the owner of all copyright works contained in this website. Any reproduction, adaptation, distribution, dissemination or making available of such copyright works to the public is strictly prohibited unless prior written authorization is obtained from the Hong Kong Observatory." Since written authorisation is required, the data is not considered to be openly licensed (any use of data must be considered to be at the discretion of government). Precipitation is also only fairly vaguely described ("Cloudy. Misty with one or two light rain patches at first"). Ideally precipitation amount should be published as a numerical value.
