Question Answer Comment
Openly licenced Yes
In an open and machine-readable format XLS Reports in PDF supported by tables in Excel format.
Downloadable at once Yes I've answered Yes to this question but really this depends on whether the user thinks the PESA documents provide the detail they require. If not they may need to supplement with annual reports from individual departments, which are spread far and wide.
Up-to-date Yes
Publicly available Yes
Available free of charge Yes
findable 2
findable_steps Searches on navigation on Gov.uk. Additional searches on Data.gov.uk and Google did not return any additional sources. The annual budget documents are easily discoverable by searching Gov.uk. There is structured data but it is not a particular focus. In the UK the annual budget is public-facing and the emphasis is on taxation and strategic economic decisions rather than planned expenditure at the departmental level. Data on departmental spending limits is available in the PESA documents, which are also discoverable on Gov.uk but difficult to find if you don't know exactly what you've looking for. It is likely that to gain a full understanding of this subject the user would also need to look at annual reports of individual departments, which are not collected centrally and tend not to contain much structured data. Generally speaking in my view this is not an area when UK open data is particularly transparent.
licence_url https://www.nationalarchives.gov.uk/doc/open-government The Open Government Licence is linked from all pages of GOV.UK and applies by default to material published there.
Collected by government Yes
usability 2 Again this depends on what the user wants to get out of it, but in my view the data is lacking if the user expects to be able to do a mechanical analysis or interrogation of budget data across government and in-depth.
collector_name HM Treasury
characteristics Budget per government department, Budget per sub-department, Descriptions for budget sections This material is mainly in the PESA documents. There are descriptions for budget sections but it is debatable whether they are verbose enough for readers to understand the functions of each sub-department.

Accept, however the document displayed as the "Budget 2016" is a pdf/html file that is mainly the summary of the proposed budget and policies, which would be in other countries covered in the parliamentary summary/budget speech. The data itself is hidden in the PESA PDF/PESA tables that provides an overview of the previous expenditure and revenues, and planned budgets and estimated expenditures.
