There is structured data but it is not a particular focus. In the UK the annual budget is public-facing and the emphasis is on taxation and strategic economic decisions rather than planned expenditure at the departmental level. Data on departmental spending limits is available in the PESA documents, which are also discoverable on Gov.uk but difficult to find if you don't know exactly what you've looking for. Accept, however the document displayed as the "Budget 2016" is a pdf/html file that is mainly the summary of the proposed budget and policies, which would be in other countries covered in the parliamentary summary/budget speech. The data itself is hidden in the PESA PDF/PESA tables that provides an overview of the previous expenditure and revenues, and planned budgets and estimated expenditures.
