In Costa Rica, the national inventory of greenhouse gases is done by the National Meteorological Institute (IMN) dependency attached to MINAE: https://cglobal.imn.ac.cr/gases-efecto-invernadero. The last one published was for 2011 and are still lacking to be the product of a national monitoring system as is established by the Kyoto Protocol, and an appropriate instrument for decision-making in both the public sector as the private sector.
