Election results per year (https://www.tse.go.cr/estadisticas_elecciones.htm) can be downloaded at once and they are available in XLS format, although by municipal level, not by polling station. All required data is available and open licensed. As the submitter stated, the files are not built as databases but as tables or tabbed document, which contain macros and formulas, which results in extensive effort to make data usable.
