Openly licenced | Yes | |
In an open and machine-readable format | Data is not downloadable in any format.
Downloadable at once | No | The dataset is not downloadable. I could only navigate in the platform to get data from every city, but I could not download it. |
Up-to-date | Yes | I filled the survey at 16h30. INPE platform had its last update at 14h and INMET at 16h of the same day. |
Publicly available | Yes
Available free of charge | Yes
findable | 4 | If you google "weather forecast brazil" you get both websites after other non-governmental references like "climatempo". Then you just have to search for a specific city. |
findable_steps | Google "weather forecast brazil" 2) Get both websites 3) Search for a specific city.
licence_url | https://www.inmet.gov.br/portal/index.php?r=home/page&pa | For INMET, the link provided shows the terms and conditions for using the data, where it is stated that "the replication and publishing of public content is permitted only if the source is quoted with title and author". For INPE, the main webpage footer (https://www.cptec.inpe.br/) states that "the users must always mention the source of information and data as CPTEC/INPE". But I couldn't find a specific license for none of the sources. |
Collected by government | Yes
usability | 2 | To make informational use, the platform displays data quite easily. But if you want to do anything more complex than that it is not possible because the data is not downloadable. |
collector_name | INPE - Instituto Nacional de Pesquisas Espaciais; INMET - Instituto Nacional de Meteorologia | There are two different data sources in this case. The data is not the same, though (if you search the same city in the two platforms, the results are different). INPE is the National Institute for Spatial Research, associated to the brazilian Ministry of Science, Technology, Innovation and Communications. INMET is the National Institute for Meteorology, associated to the brazilian Ministry of Agriculture, Livestock and Supply. |
characteristics | Temperature extremes, Wind speed, Wind direction, Precipitation Amount, Precipitation Probability, Forecast for current day and four following days | Both platforms lack information on temperature average (only extremes are shown) and precipitation amount (only probability is shown). The wind speed is shown at INPE platform, but not at INMET. All the information is provided for the current day and the next four days in both platforms. |
location | https://tempo.cptec.inpe.br/ - INPE platform to get weather forecast for every city in Brazil., https://www.inmet.gov.br/portal/ - INMET platform to get weather forecast for every city in Brazil. | Both links provide the same kind of information, but due to measurement differences, they are not exactly the same. None of them offers files to download. |
The INMEP states that public information can be republished freely. However, it becomes not clear whether weather data is public information or not. Also it becomes not clear whether data can be compiled or modified. Therefore it was answered that the data is not openly licensed. Thank you, Wagner Faria de Oliveira, for contributing to the Global Open Data Index.
