In an open and machine-readable format | CSV, HTML, JSON, XML | the most up to date data i can only get the CSV i dont think its fair to say i can get any other formats because the last time it was updated was 2014, b ut anyways, it used to be available. |
Downloadable at once | No | I can only get the data from theme to theme. I may download the data from a single state, or of a single theme like “construction”. If i want data from a government department i have to know its code. |
Up-to-date | No | The data from the first 2 links was updated last september (09/2016). The other weblinks, where i can get the API, were updated in 2014. |
Publicly available | Yes
Available free of charge | Yes
findable | 3 | If I wasn’t directed to another website when I asked to download the data, and start the procedure all over again, I would have given a 4. |
findable_steps | I knew that information was in the government transparency website so I accessed it and I could fill the form to look for it right on the first page. I just had to fill the form. the other links were easier, cause I just had to read the instructions.
licence_url | https://dados.gov.br/dataset/compras-publicas-do-governo | the data is under The Creative Commons Attribution license as stated in the link provided. |
Collected by government | Yes
usability | 2 | from the transparency webpage is quite easy. but since there are other ways to get the info that require programming skills (even though it's not updated), I give it a 2. |
collector_name | Ministério da Transparência, Fiscalização e Controladoria-Geral da União | The Brazilian Transparency Ministry is a new government department created in 2016. Before that it was an autonomous government agency . |
characteristics | Tenders per government office, Awards per government office, Tender name, Tender description, Tender status, Award title, Award description, Value of the award, Supplier's name | I can access the information on the different links I used. To aggregate all this information in a single table I would probably have to do a vlookup function in excel or something like it. The downside is that the best weblink to get the data is also the one that is not up to date. |
location | https://transparencia.gov.br/ - the first page to select the information., https://transparencia.gov.br/downloads/ - the link i'm directed when i request to download the data., https://compras.dados.gov.br/docs/home.html - government purchase data via API, https://dados.gov.br/dataset/compras-publicas-do-governo - links to all the ways i can download government procurement data | the first link i go to check government spending is the brazilian official transparency website. The second link i got when i requested a website to download the information. I also googled it and got the other 2 websites, which were really good. |
Some of the data is outdated, you can get the 2016 data a bit more updated through an API but you have to do different queries for different parts of the data. The Licence for the data in the data portal is CC, for the API the data is ODbL. https://compras.dados.gov.br/docs/home.html Thanks to Augusto Herrmann for comments on the forum for this submission.
