Question Answer Comment
Openly licenced No Reviewer: No direct reference to a open license done.
In an open and machine-readable format I couldn't obtain data in machine readable format as demanded by the methodology, only in PDF and for visualizing plotted in an online map. .XLS and. SHP files could be obtained for the Amazon Region, but it is not per air monitoring station, not for all pollutants and it is outdated.
Downloadable at once No The dataset is not downloadable. All data is available for visualization in the web (first link) or in a report in pdf. The only link that permits data download in the third, which is only for the Amazon Region.
Up-to-date No Data provided by the MMA is from 2012. The real time data in the map from INPE doesn't show the values, So I didn't consider here for this question.
Publicly available Yes
Available free of charge Yes
findable 1 Information is very disaggregated, it took me a lot of time to come with all these links I found, and I had to ask a specialist for help.
findable_steps 1) Search in google for pollutant emissions data in Brazil, but this was not very successful; 2) Ask a specialist for more information; 3) Come with the INPE website where I found most of the information; 4) Search for information in the Ministry of Environment website; 5) Look for insights in 2015 index to compare; 6) Look for more information in other administrative levels; 7) Aggregate information to see what was more relevant.
licence_url https://www.mma.gov.br/images/arquivo/80060/Diagnostico_ The link is not for a license, it is the same link provided for the report from MMA. In its page 5 it says that Federal Law nº 10.650/2003 required that the National System of Environment published yearly reports on air quality, being compulsory its publication in official internet websites. As for data from the Amazon Region, from INPE, there is "other" attribution license, as can be seen at this link: https://dados.gov.br/dataset/inpe-em/resource/6ec5237b-dc27-4489-8ad2-17ff7548dbf6
Collected by government Yes
usability 1 The comprehensive data is available only in PDF format or in a plotted dynamic map on the web, so the data is not at all ready to use.
collector_name Instituto Nacional de Pesquisas Espaciais (INPE); Ministério do Meio Ambiente (MMA) Information on this topic is disaggregated in many different sources. I listed here the two main sources that I found. INPE (roughly translated as National Institute for Spatial Research) is a government agency of the Ministry of Science, Technology, Innovation and Communications and MMA is the brazilian Ministry of Environment.
characteristics Particulate matter (PM), Sulphur oxides (SOx), Carbon monoxide (CO), Ozone, Volatile organic compounds (VOCs), Available per air monitoring station/zone I found all the information required per air monitoring station in the document from MMA (the second link) above, but it is on .PDF format and it is outdated (2012). Information in real time (the first link) is not available per air monitoring station and is missing for Sulphur oxides. Reviewer: No data found on NOx in the quality required.

Data is not downloadable., https://www.mma.gov.br/images/arquivo/80060/Diagnostico_ - Report provided by MMA with data per air monitoring station for the entire territory. Downloadable in .xls format, but outdated., https://www.ibram.df.gov.br/images/Monitoramento%20fixo- - Weekly Report on air quality monitoring by the Federal District Government. In PDF only for two pollutants. Subnational level., https://sistemasinter.cetesb.sp.gov.br/Ar/php/boletim_po - Real Time data on air quality monitoring by the State Government of São Paulo. No download option, only for six pollutants. Subnational level. Here I listed not only the two main sources I'm using but all the other relevant information I found, from other sources. I included subnational level links as examples of better practices beyond the Federal government.
As I said before, there are many different sources of pollutant emissions data in Brazil, but any of them seems to comply with the methodology of the open data index. I would just like to point out some of the information I could get apart from what I focused during the process of filling the survey. 1) All information of the MMA can be obtained through this link: https://www.mma.gov.br/cidades-sustentaveis/qualidade-do-ar 2) In August 2016, the MMA complied with the creation of a transparency platform for pollutant emissions data, but it is not yet available. https://www.brasil.gov.br/meio-ambiente/2016/08/sistema-nacional-traz-transparencia-aos-dados-de-emissao-de-poluentes 3) Data on pollutant emissions by vehicles since 1980 until 2012 is also published in pdf format by the MMA: https://www.mma.gov.br/images/arquivo/80060/Inventario_de_Emissoes_por_Veiculos_Rodoviarios_2013.pdf 4) INPE produces the map (https://meioambiente.cptec.inpe.br/index.php?lang=pt) but also information on the Amazon region downloadable in .xls format (https://inpe-em.ccst.inpe.br/), which is also available in the brazilian open data portal (https://dados.gov.br/dataset/inpe-em/resource/6ec5237b-dc27-4489-8ad2-17ff7548dbf6) 5) IBGE used to have periodic research on emissions, but it seems to be outdated for most of the metropolitan regions (https://seriesestatisticas.ibge.gov.br/series.aspx?vcodigo=IU5&t=concentracao-poluentes-ar-areas-urbanas-1) 6) This kind of data has better quality in the subnational level. I put here two examples I found, which is from the Federal District (https://www.ibram.df.gov.br/informacoes/meio-ambiente/qualidade-do-ar.html) and from the State of São Paulo (https://sistemasinter.cetesb.sp.gov.br/Ar/php/boletim_por_poluente.php). There should be a kind of aggregation of subnational level data.

Accepting Submission, on the basis made by the Local Researcher. Made some corrections on the available data and the note of lack of direct license being described with the data.
