The submission is correct. The data is available on a website as weather map. The data is easily understandable and usable by humans. However, the data is only available in HTML and scraping is needed to automatically retrieve the data. The data is not openly licensed. Also data services (such as embedding forecast widgets on third-party websites) fall under restrictive terms of use, and it is not allowed to disseminate the information contained on the website.
