[Comment by original submitter] You have to find the laws you want to start building your database from scratch! [Comment by reviewer] I changed the original submission to indicate that the "Amendment to the law" were available. I found that it was easy enough to search (the same database) for the amendment listed and to obtain its full text. The record of amendments is also up to date (amendments passed within the last three months are recorded and made available online). I also changed the submission to indicate that the information is not in open domain. The texts of all the laws are only found in PDF format. The html webpage only provides the name of the law, the general topic, the date it was enacted, date of last amendment and a very short summary of the law.

Draft Legislation

The original submission was rejected because two required characteristics are notavailable. Content of bill is missing. Status of the bill is also missing. There is no way to search for a given bill. The only way to get an indication of bills being discussed is by looking at the archives of Legislative sessions since 2009 (which are listed chronologically) ( http://www.asamblea.gob.sv/sesion-plenaria/votaciones-electronicas). For each legislative session they provide a summary of the items discussed in the legislature on the day. The names of bills are mentioned, but not their content or the ensuing debate. Votes on bills per member of parliament and the author of a bill can be found on two separate documents “Electronic Voting” and “Correspondence”, respectively. It is worth mentioning that these documents provide an aggregate summary of all the items voted on/or introduced in the legislature on that day. They can only be found under the record of legislature proceedings for a given day. The original submission had indicated that Votes on Bills and Status of Bills was available. However, even though some information is available as to the votes on bills and the authors, the information is not very useful as they are presented without context (other than the fact that the bill was introduced/voted on on a specific date). This information would be extremely difficult to find without knowing the date a particular bill was discussed or voted on in front of the legislature. Status of bills on the other hand could not be found at all. The original submission also indicated the following:

  • Downloadable at once: No -Up to date: No -Open license: No -Readable format: No

Weather Forecast

The original submission was rejected because forecast data is not available for all required data characteristics.

Current measurements and 24 hours forecasts are available in different heat maps at this URL: http://www.snet.gob.sv/ver/meteorologia/pronostico/pronostico+numerico/salidas+wrf/ These maps are not downloadable, and the heat map does not contain a legend that would explain the values. Forecast maps presenting precipitation symbols etc. are provided here: http://www.snet.gob.sv/ver/meteorologia/pronostico/48+horas/

The data is not downloadable, and data are scattered across the website. Significant human effort would be needed to transfer the data into a form to parse it.
