After the review made to the section I noticed that the reason why it is not up to date because the 'latest population information is from 2015'. The datasets specified are related to the 'National Population Census' which in most countries is done every 5 or 10 years because of its costs. Nonetheless, Mexico DOES officially release current population statistics as 'Demographic indicators' (https://datos.gob.mx/busca/dataset/proyecciones-de-la-poblacion-de-mexico/resource/08070f55-0a97-48fb-bfe9-e8a6c33a7f28). This dataset is released by the National Population Commission, the entity officially in charge of making demographic statistics in Mexico.

In my original review I had made only one change to the original submission, to indicate that amendments to laws were present. I updated the review after feedback from Enrique_Zapata. In this updated review I have added a third source. In light of this new source it also appears that HTML is an available format- but I did not make changes to the submission because HTML no longer appears to be an option listed in B8 (but I have indicated it on the comments).

I chose to mark "votes on bills" as present. Information on votes is very consistently made available for bills approved by the House of Deputies. Because the information is made available for at least some bills, I have chosen to mark it as present. I was a bit more lax on this point because it is an optional characteristic. I made a change from the original submission to indicate that transcripts were not available, as I could not find them. There needs to be an important caveat to my decision to mark "status of bills" as present. I noticed that a lot of older bills (eg. from 2005) did not have any status updates on them other than "referred to so-and-so committee). Some other bills from the same year did have updates (eg. approved by Deputies on a certain date). I am not sure of the reason why so many bills did not have updates. It could be because the bills just died in committee or it just takes very long for certain bills to move through the legislative process (eg. some bills introduced in 2005 were only voted on by the deputies in 2010). It is also a possibility that the government was not consistent on updating the status of all bills online. If this is the case than "status of bills" would have to be changed accordingly and the "information up to date" would probably also have to change. I was not able to prove the possibility of the government inconsistently providing status updates, so I am marking "status of bills" as present and B6 as a YES. I updated the review after Enrique_Zapata's feedback. The only change that has been made is to change B5 to No.

After a review of the initial information presented in the 2016 Mexico submissions for the GODI, submitters from civil society - Sergio Araiza- and responsibles of the open data initiative in México - Enrique Zapata-, got together to dialogue, analyze and perfect the information presented in these first submissions.

This is an example of the value and benefits that the Index can bring to get civil society, citizens and government together to discuss opportunity areas for open data in the country, understand different views regarding a single issue, and agree on next steps and actions to continue working towards a robust and strengthened ecosystem in Mexico.

The reviewer comments states that 'Rejected submission since not all required data is available. Data available (http://www.ine.mx/archivos2/portal/Elecciones/PEF/2014-2015/#resultados) include results for major electoral contests, registered votes and invalid votes, but no information on spoiled ballots. Data is up to date, available in HTML and CSV, downloadable at once for each election. In this sense I would like to clarify that the normative translation for 'spoiled ballots' to Mexico is 'Voto Nulo (More info on the treatment of spoiled ballots in Mexico here: http://www.ine.mx/docs/IFE-v2/DECEYEC/DECEYEC-MaterialesLectura/docs/03_VotoNulo.pdf).

In this regard the two links provided with electoral information provide data on 'Voto Nulo', and the cases in which the electoral authority can determine a vote as invalid: eg. vote for two or more candidates, votes for no candidate, ballot is mutilated or incomplete,

Also in the National Electoral Information System, once a search by district is done, users can find an 'observations' column, which states the unique ID of Challenges to specific ballot stations.
