There are no published open data that contains all public procurement information with the required details, because there is no single public procurement system. In the information on the website of the Office of the Comptroller General of the Republic, you will find a list of purchase items but the details require you to review the attached documents one by one. The data found are of budget execution per account.

Company Register

The original submission had to be rejected as not all four required characteristics can be found online. A list of companies, published in La Gaceta for dissolution, pursuant to article 6 of Law 9024, that contains entity names and ID numbers is available for free and downloadable at once in .XLS format on the National Registry website: http://www.rnpdigital.com/ http://www.rnpdigital.com/LISTADO%20DE%20EDICTOS.xlsx According to the submitter (originally submitted by Ignacio Alfaro Marín), one can buy company information on the National Registry website, which is the only public access online: https://www.rnpdigital.com/shopping/login.jspx Name, Unique Identifier, and Address of Costa Rican entities are available in a .PDF document sent to you when you buy it. In the online results one can only see the Name and Unique Identifier of the company in .HTML format, and data are not downloadable at once. However, accessing this information requires an account and is restricted with a captcha. I have been unable to verify the submitter's statements as the website does not make clear where one can register on the National Registry in order to buy/view the data; only the "sign in" option is available for those who already have a registered account. How often the data are updated is not specified, and the National Registry reserves, or holds for its own use, all the rights provided by copyright law (2013).

Air Quality

In Costa Rica, the national inventory of greenhouse gases is done by the National Meteorological Institute (IMN) dependency attached to MINAE: http://cglobal.imn.ac.cr/gases-efecto-invernadero. The last one published was for 2011 and are still lacking to be the product of a national monitoring system as is established by the Kyoto Protocol, and an appropriate instrument for decision-making in both the public sector as the private sector.

There are laws and regulations that establish the obligation for the Ministry of Health to maintain controls on water quality. Specifically, it is established that there should be a semi-annual report, but the data was not found.

I have rejected the initial submission due to 2 reasons:

  1. After making an account on the National Registry and Cadastre site/ https://www.rnpdigital.com/shopping/login.jspx I couldn't find the data that GODI is searching for.
  2. Looking on the geoportal Sistema Nacional de Información Territorial (SNIT) I can see that cadastral georeferenced data does not cover the entire country. http://www.snitcr.go.cr/Visor/index?k=Y2FwYTo6SUdOX1JJOjp6b25hX2NhdGFzdHJhZGE=

Weather Forecast

The original submission by Ignacio Alfaro Marín was not accepted because the data found online did not qualify. Forecast data is available from the Instituto Meteorológico Nacional at https://www.imn.ac.cr/en/web/imn/inicio. It should be noted that the Spanish version of the website could not be opened at the time of the review (date: February 28, 2017).

The website provides temperature, cloud coverage, precipitation amount, and wind forecasts for the current day. Yet, forecasts are only made available for current day and the following first day, and include only some required characteristics.

Data is available in HTML, there is no download function. The data can be requested at https://www.imn.ac.cr/en/web/imn/solicitud-de-servicios, but it is not sure which data are provided through it.
