Data use requires geomatics expertise and software. As the original submitter Tracey Lauriault notes: "these data were difficult to find. Also keep in mind that Provinces, Territories and cities also produce some of these data and these would be at different scales and would have different update schedules."

It is difficult to assess which licence applies as the producing institution states one licence and once deposited in a portal a separate licence applies. I have chose the more restrictive. Also, note, that once the data are in the open data portal, it is difficult to assess if this is a complete collection, or if incomplete to know what is missing as there is not authority stated and there is no note to explain whether or not this is a complete set.

The original submission referred to a database presenting pollutant emissions of industries, available by regions. Whilst this information is of tremendous value, it does not match the Index's required data characteristics, which is air quality measurements (the difference is that emission data measure pollutants at the source, while air quality data measure their concentration in the air). Pollutant emission data meet almost all criteria of open data, but are not consistently updated (Comment submitter: "These are national data and are updated in an uneven way. Daily updated data are available from the provinces, territories and by cities who must report these data to the chief medical officer of health").

The review refers to another dataset from the National Air Pollution Surveillance Program (NAPS). It is available at: http://maps-cartes.ec.gc.ca/rnspa-naps/data.aspx. This data contains annual data per measurement stations for all required pollutants. It is therefore not updated. The downloaded file indicates that the data is incomplete. Therefore it is assumed that the download function is not bulk.

The Environment and Climate Change Website, hosting the data, does not allow for commercial use (http://www.ec.gc.ca/default.asp?lang=En&xml=5830C36B-1773-4E3E-AF8C-B21F54633E0A#copy). Therefore the data is not considered openly licensed.

This is a complicated set of data that does not lend itself well to the nature of the questions asked here. Water quality measures and monitoring and surveillance is a multi-jurisdictional responsibility in Canada as the number of fresh water bodies is the highest in the world and these are not all in populated areas.

The data that are assessed are collected for specific sites which are part of the EC Fresh Water Monitoring network. Canada is an incredibly large country with some of the greatest numbers of water sources in the world. It is not possible to have all the water monitored. Therefore sites are monitored where populations and campers have access to. In addition, the jurisdiction for water monitoring is not at the federal level as inland waters are the responsibility of the provinces and the territories and cities. The data must be downloaded by station. This is a massive and complicated database and it does not make sense to download all at once unless one is a scientists and has the database resources to do so.
