Open data on the law-making process is crucial for parliamentary transparency: What does a bill text say and how does it change over time? Who introduces a bill? Who votes for and against it? Where is a bill discussed next, so the public can participate in debates? This data category draws on work by the National Democratic Institute (NDI) and the Declaration of Parliamentary Openness.

However, the data is missing a required characteristic: author of the bill. As a reviewer I can not read Arabic and could not read the full text of the bill. Based on gr33ndata's feedback on the forum I came to the conclusion that author is not available. According to gr33ndata bills contain signatures of submitters, but it is difficult from the signature to determine who the person is. An optional characteristic, votes, were also missing from the data (the original submission also indicated this)|

The original submission was rejected because a required characteristic, author of bill, was missing. In my opinion (and also that of Alyssa Beaton's from Open North), mere signatures where it is difficult to discern the identity of the individual are insufficient for "author of bill" to be present. The original submission had indicated the following for the data: - Free of charge: yes - Downloadable at once: no - Up to date: yes -open licence: yes (actually, this should be a no) - formats: html, rtf (I could only find data in pdf).
