Data should include maps of lands with parcel layer that displays boundaries in addition to a land registry with information on registered parcels of land. The Index focuses on assessing open land tenure data (describing the rules and processes of land property). Responsible use may enable tenure security and increase the transparency of land transactions. The assessment criteria were developed in collaboration with Cadasta Foundation. In general, Geodesy, Cartography and Cadastre Authority provides data through several portals, each time with more or less different subset of data and functionality and each time quite explicitly not in machine-readable form and only "for personal (small scale) use". In particular, data on property value is not publicly available, citing data protection needs.
I have decided to consider this submission as valid, even though there is no data referred to property value, because I think that given access to name of the owner of a parcel is a very valuable and useful information.
