A database of contracts awarded or similar will not be considered sufficient. Open spending data shows whether public money is efficiently and effectively used. It helps to understand spending patterns, and to display corruption, misuse, and waste. We recommend that you consult our methodology section for more information.

The submitter stated that there is a registry of federal government subsidies available at: http://rs.budget.gov.ru. This link gave a 404 error, it was not available online. The Ministry of Finance of the Russian Federation shows a monthly list of executed budget: http://old.minfin.ru/en/statistics/conbud/execute/?id_4=25646.
