Where is a bill discussed next, so the public can participate in debates? This data category draws on work by the National Democratic Institute (NDI) and the Declaration of Parliamentary Openness.

I changed the original submission to indicate that transcripts were not available. Votes are not available either (but original submitter had already indicated this). Since these are optional characteristics I am accepting the submission. The required characteristics were very easy to locate. I also changed B5 to NO. Data can only be printed in bulk, not downloaded.
The submission should be accepted because all the required characteristics are present in the data set.
