There is a portal allowing to see (not download) all required characteristics (see here: http://www.senamhi.gob.pe/main_mapa.php?t=dHi). This portal is outdated, the data refer to April 2015, and the link to the terms and use section is broken. Data for the current data can be seen here: http://www.senamhi.gob.pe/?p=1201_dr03 All data is available online, however split across different sites and in different formats. Wind forecasts are available for current day + 2 days, but only as wind barbs drawn on a map. The reviewer recommends to lower the findability-score of the data, since the data are split across places. Also some data would need to be retrieved and processed manually (such as non-machine-readable wind barb maps) to reuse them. Therefore the usability score should be lower.
