Open budget data allows for well-informed publics: showing where money is spent on, how public funds develop over time, and why certain activities are funded. Datosabiertos.gob.pe does not show Peruvian budget data. The budget data is available in different classifications, yet only on the highest level (such as program level, as downloadable PDF, here: https://www.mef.gob.pe/es/documentacion-sp-19127/guias--reportes-del-presupuesto-publico). There are only the biggest sub-program budgets listed, which is why there is not the entire budget published online. The data does not fulfill the criteria.
