The submission is correct. The data can be downloaded as PDF but it would afford human intervention first to extract the relevant information. A footer at the bottom of the page states that the data is openly licensed: the license allows to "copy, publish, distribute and transmit the Information; adapt the Information; exploit the Information commercially and non-commercially".
