Data about the bills discussed within national parliament as well as votings on bills (not to mix with passed national law). Data on bills must be available for the current legislation period. Open data on the law-making process is crucial for parliamentary transparency: What does a bill text say and how does it change over time? Who introduces a bill? Who votes for and against it? Where is a bill discussed next, so the public can participate in debates? This data category draws on work by the National Democratic Institute (NDI) and the Declaration of Parliamentary Openness.
The submitter assessed the usability of the data as follows (3 - little to no effort needed, 1 - extensive effort needed): 1
|Openly licenced||No||Rights are reserved by the State of Israel.|
|Downloadable at once||No|
|Up-to-date||Yes||The content of bills and status are up to date. However the transcript on debates is not always up to date. For example, a debate that occurred on Feb.13, 2017 was not available on Feb. 25, 2017 (the page indicated that the debate occurred, but its text was not available).|
|Available free of charge||Yes|
|In an open and machine-readable format||[Original submission] bills and protocols published in DOC files. Synchronized protocols required Microsoft Silverlght plugin. [ Reviewer comments] The text of the bills is available in PDF and Doc. formats.|
|findable_steps||1. Searched for "legalisation" or "draft legalisation" (in Hebrew) on google, got diretle to the database or to the old site which referred to the new database. 2. Clicked on "Draft Legalisation" tab.|
|Collected by government||Yes|
|collector_name||The Knesset (Isralei parlieamnet)|
|characteristics||Content of bill, Author of bill, Votes on bill per member of parliament, Transcripts of debates on bill, Status of bill||[Original submitter comment] votes on bill can be reached separately at https://www.knesset.gov.il/vote/heb/vote_search.asp [Reviewer comment] I was able to find all the characteristics from the first URL listed on B2.2). The original submitter had marked "votes on bills" as missing because the data is found on another page (as is indicated by the original comment above). As a reviewer, I changed the submission to indicate that votes are present since they the government still makes the data available, even though it's on a separate page. I have added the URL for this page in B2.2|
|location||http://main.knesset.gov.il/Activity/Legislation/Laws/Pa - The Knesset Offficial Website (National Legalisatoin Database), https://www.knesset.gov.il/vote/heb/vote_search.asp - Record of Votes||As a reviewer I have added the URL where the record of votes are found (the URL was indicated by original reviewer on the comments section).|
The only change I made was that I indicated that "votes on bills" were available. I believe that the information should be marked as available even though it is found on a separate page. I made no changes to B6 even though transcripts may not always be up to date. I made this decision because transcripts are an optional characteristic in the first place. All the required characteristics were up to date.
I am accepting this submission because all the characteristics could be found in the dataset.
