What data is expected?

Data about the bills discussed within national parliament as well as votings on bills (not to mix with passed national law). Data on bills must be available for the current legislation period. Open data on the law-making process is crucial for parliamentary transparency: What does a bill text say and how does it change over time? Who introduces a bill? Who votes for and against it? Where is a bill discussed next, so the public can participate in debates? This data category draws on work by the National Democratic Institute (NDI) and the Declaration of Parliamentary Openness.

The submission does not fulfill all characteristics. While it includes content and author, the drafts are missing status, transcripts and votes. Per the submitter, the information is available at the following link: http://mola.gov.gy/bills/draft-bills. As indicated on the website, the submitter states that these drafts are unofficial and have not been read in Parliament. The data can be found by searching legislative data sets on the Ministry of Legal Affairs website. The submitter originally stated that the data is heavily out dated, though I changed the review to demonstrate that the information is up-to-date as the available drafts are all from 2016. The submitter stated that the data is not very usable without human effort, as it is unofficial and has not been delivered to parliament therefore transcripts and votes are unrepresented. Despite being unofficial and not read in parliament, these drafts are produced by the Attorney General/Minister of Legal affairs (indicated at the end of the documents) and the content of the draft is available for download.
