Draft Legislation 60% open

What data is expected?

Data about the bills discussed within national parliament as well as votings on bills (not to mix with passed national law). Data on bills must be available for the current legislation period. Open data on the law-making process is crucial for parliamentary transparency: What does a bill text say and how does it change over time? Who introduces a bill? Who votes for and against it? Where is a bill discussed next, so the public can participate in debates? This data category draws on work by the National Democratic Institute (NDI) and the Declaration of Parliamentary Openness.

  • Content of bill
  • Author of bill
  • Votes on bill per member of parliament
  • Transcripts of debates on bill
  • Status of bill

Question Answer Comment
Openly licenced No There's no visible license on neither both websites.
In an open and machine-readable format HTML I changed the original submission to indicate that data is not found on XLS format. All that is contained in XLS files is a chart that lists the legislative stages a bill has gone through. This is important but lacks substance in terms of the content of the bill. The text of bills is available in Doc. files. The text of bills with transcripts of debates are found in PDF only. Votes are found in HTML format.
Downloadable at once Yes Some search results are downloadable in XLS format. Some are not. Reviewer: I changed this to YES because once I found the record of a given bill I could download the entire bill, including the transcript of debates at once. Votes alone are found on a separate page.
Up-to-date Yes
Publicly available Yes
Available free of charge Yes
findable 3 In the case of the Cámara de Diputados, there is no - as it is in the Senado- easy access to the record of the last bills discussed. You have to search for specific bill number or key words. Another option is to go directly to the Room Sessions section.
findable_steps Went to each chamber website and then to each bills section. It was easier to find the data at the Senado.
Collected by government Yes

characteristics Content of bill, Author of bill, Votes on bill per member of parliament, Transcripts of debates on bill, Status of bill Transcripts on debates of a particular bill are found within the transcript of all parliamentary proceedings of the day- so one must search within this record to find the portion which relates to the bill in question.
location https://www.camara.cl/pley/pley_buscador.aspx - Cámara de Diputados, http://www.senado.cl/appsenado/templates/tramitacion/in - Senado de Chile, https://www.camara.cl/trabajamos/sala_votaciones.aspx - Voting record for Diputados
The URLs lead to very good data that contain all the characteristics which I believe were very easy to find. The only changes I made were to B5 (see comments). I also removed XLS as one of the available formats because the files provided in that format contain insufficient information.

This submission should be accepted. Relevant URLs are clearly identified and all the required characteristics of the dataset could be verified.
