Updated the Ministry responsible based in info from the forum discussion. Put the link to the GeoDash dataset that contains all the layers. Detailed the steps needed to find the relevant dataset. Changed the license to be considered "open" although there are no explicit license either way; based on the Wiki statement of the purpose of the GeoDash site.
