Data about the bills discussed within national parliament as well as votings on bills (not to mix with passed national law). Data on bills must be available for the current legislation period. Open data on the law-making process is crucial for parliamentary transparency: What does a bill text say and how does it change over time? Who introduces a bill? Who votes for and against it? Where is a bill discussed next, so the public can participate in debates? This data category draws on work by the National Democratic Institute (NDI) and the Declaration of Parliamentary Openness.
The submitter assessed the usability of the data as follows (3 - little to no effort needed, 1 - extensive effort needed): 1
|Downloadable at once||No||Voting records are on a separate page. Different versions of the same Bill have to be downloaded separately.|
|Available free of charge||Yes|
|In an open and machine-readable format||HTML||The Bills and Voting Records are provided in PDF format.|
|findable_steps||Search on Google "Proyectos de Ley presentados en el Congreso Nacional Argentino"|
|licence_url||http://www.hcdn.gov.ar/proyectos/buscador2016-99.html||This statement appears at the bottom of the page: "Nota: La información contenida en este sitio es de dominio público y puede ser utilizada libremente. Se solicita citar la fuente."|
|Collected by government||Yes|
|collector_name||Honorable Cámara de Diputados de la Nación|
|characteristics||Content of bill, Author of bill, Votes on bill per member of parliament, Status of bill||Voting records are provided on a different page of the same website (URL provided in B2.2). They are arranged chronologically, but the bill that is being voted on is clearly identified on the PDF document. No explicit statement on the status of each bill, but there is a clear record of all the legislative stages the Bill has gone through and the dates (so the status of the bill can be easily deduced). Could not find any transcripts of the debates on the bills. Each bill contains the introductory statement that its author made in front of the legislature, but it does not include the ensuing debates.|

I have added the URL where the voting records are found. But this page only has voting records for the House of Representatives (no records of the Senate votes). I could not find any records of transcripts of debates per bill. But the website features videos and audio of legislative debates going as far back as 2004 (http://www.hcdn.gov.ar/sesiones/audiosyvideos.html). The videos are organized chronologically, and it would be hard to find the debates for any given bill. They are also not in an acceptable format.
I am accepting the submission although records of transcripts on debates are not found because the rest of the information is very clear and detailed.
