The submission was altered. It referred to Albania's Military Meteorological Service, which does not provide data for public weather services, but for military purposes. Albania's meteorological services are split into different agencies. According to the World Meteorological Organisation, the official agency for weather forecasts is the Hydrometeorological Institute. This institute resides within the Polytechnic University of Tirana - Institute of GeoSciences, Energy, Water and Environment (IGEWE). The Hydrometeorological Institute provides weather forecasts (precipitation, etc.) for public services. The Polytechnic University is a public body, and holds data. The reference dataset for this review is a pdf file containing all required forecast data. The website also provides a dataportal for historical/observation data. It displays temperature extremes, wind speed, and precipitation amount, all per district. Since it does not display all required characteristics, and provides observations, it does not qualify for the review.

The initial submission answered all questions correctly. The submission was still rejected, because the weather forecast data does not meet the dataset characteristics the Index wants to assess: There are no data on precipitation amount for the current day and the following two days.

Forecasts of temperature extremes, wind speed (in km/h) and direction (indicating cardinal directions and more: ESE - SE) are available for current day and following three days, all in numerical values.

However, the forecast does not indicate precipitation amount. Precipitation probability is described verbally as "slt chnce of shwr".

The data is available for the entire island (one aggregated national forecast). This forecast shows precipitation amount, wind speed, wind direction (for example: ESE - SE) as well as temperature extremes.

There is no download function, but the data is presented comprehensively in one table in HTML.

The data is easily findable because the homepage directly links to forecasts, and 4-day forecasts (links are named accordingly).

There is a copyright disclaimer on the website, but no specification of terms of use or similar could be found. There is no open license presented online. It could not be verified whether the data is in the public domain or not.

This does not qualify for a submission.

Data can be downloaded as PDF file for the current day. It could not be verified wether the data is openly licensed or in the public domain.

Longer-term forecasts (several months) for precipitation can be downloaded as pdf files showing rain distribution on a heat map.

The submitter stated that data was quickly findable, through a google search, as well as on the websites of the meteorological service. The reviewer can confirm this.

There are two different data sources in this case. The data is not the same, though (if you search the same city in the two platforms, the results are different). INPE is the National Institute for Spatial Research, associated to the brazilian Ministry of Science, Technology, Innovation and Communications. INMET is the National Institute for Meteorology, associated to the brazilian Ministry of Agriculture, Livestock and Supply.

Both links provide the same kind of information, but due to measurement differences, they are not exactly the same. None of them offers files to download.

To make informational use, the platform displays data quite easily. But if you want to do anything more complex than that it is not possible because the data is not downloadable.

This year survey doesn't demand information on historical data but only forecasts. For historical data, it is possible to retrieve information per measurement station, hourly, through the link http://www.inmet.gov.br/sonabra/pg_dspDadosCodigo_sim.php?QTUxMw== Time series are provided in this link: http://www.inmet.gov.br/portal/index.php?r=estacoes/estacoesConvencionais There is also a database that requires login and password to access it, but it is for free. Forecast data is available from the Instituto Meteorológico Nacional at https://www.imn.ac.cr/en/web/imn/inicio. It should be noted that the Spanish version of the website could not be opened at the time of the review (date: February 28, 2017).

The website provides temperature, cloud coverage, precipitation amount, and wind forecasts for the current day. Yet, forecasts are only made available for current day and the following first day, and include only some required characteristics.

Data is available in HTML, there is no download function. The data can be requested at https://www.imn.ac.cr/en/web/imn/solicitud-de-servicios, but it is not sure which data are provided through it.

Forecasts for the third day are available in weather maps for wind speed and precipitation, but not for temperature. So there is no regional forecast for temperature for the third day.

Data is only accessible through a web form piece by piece. The files are split per hour. Automating a collection and assembling of all files is quite complex. Therefore the data is not considered to be downloadable at once.

The data is available in GRIB2 format. While open, the GRIB format is not easily accessible, trying and just map temperatures for the next day from this data requires some experience.

The data source provides "screen temperature" (the ambient temperature without the effect of wind chill or heat from the sun) and doesn't seem to provide separate data for averages vs extremes. The data source provides probability of precipitation based on precipitation of at lease 0.1mm but does not seem to estimate amounts.

A Met Office tutorial indicates the DataPoint service can now be used to download "a complete list of the forecasts for every location in the UK at each available timestep" in either XML or JSON format. I have interpreted that as meaning the whole dataset is downloadable at once. (This obviates the need to revisit last year's debate about whether the separate API on Azure Marketplace really supplies bulk data.)

Availability of the data only in machine-readable formats via an API imposes a technical learning curve and therefore reduces the general accessibility of the data. Met Office could for example make the data more accessible by publishing a daily CSV extract of the dataset.

One with a very general daily forecast, and the other about the current weather data in a more detailed output. There's no forecast for the following days, instead they publish a weekly bulletin consistent of only descriptive text in a pdf format

Forecasts for precipitation are outdated and only describe weather for the following first day.

The India Meteorological Department makes forecasts available for the entire country at http://www.indiaweather.gov.in/, as well as for departments: http://www.indiaweather.gov.in/?page_id=942&tags=Kolkata. there are departmental websites that provide additional information.

Wind forecasts are only available for the current day when visiting the local forecast pages. Generally the data is hard to find and navigate, because it seems to be placed in many different places. Since no wind forecasts are available for the following two days the data is not considered to be fully available online.

The data is not openly licensed at the moment.

The observational data recorded at various types of surface and upper air observatories, are scrutinised and archived at the National Data Centre, Pune. It has approximately 8 billion characters of data storage which includes ship data and rainfall data of State raingauges spanning over a century. The statistics thus compiled are periodically revised and updated. The archives form the basis for computation of means, normals, frequencies and other derived parameters, for their analysis and interpretation, and for the preparation of district and state climate summaries and atlases. It makes weather forecast for the country and upto the level of cities (http://202.54.31.7/citywx/localwx.php and http://www.indiaweather.gov.in/ - National Weather section).

We have already submitted the responses on 20th Sep 2016 which is accessible at old site i.e. http://global.census.okfn.org/submission/76e1d639-ab86-4165-800a-12618e0893a0, but, unfortunately it was not considered for review. You are requested to kindly consider this resubmission in this new format for review.

The initial submission was amended. It stated that temperature extremes, averages, and precipitation are available online.

However, it was found that the Malawi Meterological Services provide 24h forecast for temperature extremes and cloud coverage/precipitation, wind speed and direction at http://www.metmalawi.com/weather/weather_24h.php as well as at http://www.metmalawi.com/weather/5day_forecast.php.

The forecasts are split into regions. 5-day forecasts are not separated into different days, but the website gives trends how the weather will develop in areas. Since the forecast is not very exact, not split into different days, and does not contain precipitation amount (at the date of review), it was decided that the submission does not qualify for assessment.

After a review of the initial information presented in the 2016 Mexico submissions for the GODI, submitters from civil society - Sergio Araiza- and responsibles of the open data initiative in México - Enrique Zapata-, got together to dialogue, analyze and perfect the information presented in these first submissions.

This is an example of the value and benefits that the Index can bring to get civil society, citizens and government together to discuss opportunity areas for open data in the country, understand different views regarding a single issue, and agree on next steps and actions to continue working towards a robust and strengthened ecosystem in Mexico.

As the website itself states, the Network "is an affiliation of professional personal weather stations located in Namibia. This website is neither affiliated with nor endorsed by the Namibian Meteorological Service or any other government agency." It receives its data from Yr, the Norwegian Meteorological Institute.

The WMO lists the Namibia Meteorological Service as the official government agency. The official website is http://www.meteona.com.

Forecast data is available, but is was outdated. Clicking on forecasts for today and tomorrow (date February 20) users get to the same forecasts. These include wind strength and direction. Forecasts for today and the two following days do not contain information on wind. The data therefore does not qualify for the Index.

The data cannot be downloaded and is only available in written text or icons. The data is embedded in HTML, but icons do not have an adequate naming, to be easily interpretable, when being scraped.

A Met Office tutorial indicates the DataPoint service can now be used to download "a complete list of the forecasts for every location in the UK at each available timestep" in either XML or JSON format. I have interpreted that as meaning the whole dataset is downloadable at once. (This obviates the need to revisit last year's debate about whether the separate API on Azure Marketplace really supplies bulk data.)

Availability of the data only in machine-readable formats via an API imposes a technical learning curve and therefore reduces the general accessibility of the data. Met Office could for example make the data more accessible by publishing a daily CSV extract of the dataset.

The website has a section for providing simple weather details for specific cities in Oman and shows the temperature changes for the next three (not five) days for each city. The website also has a more elaborate interactive map that allows the user to overlay different weather layers and playback the predicted changes for several future days. Also, the raw data does not appear to be available for download directly.
