Water Quality 0% open (avg.)

Data, measured at the water source, on the quality of water is essential for both the delivery of services and the prevention of diseases. The Index either looks at the quality of designated drinking water sources, or of environmental water sources (if drinking water data is not available). See our methodology for more information. In order to satisfy the minimum requirements for this category, data should be available on level of the following chemicals by water source.

The 87 Water Utilities conduct their own daily assessments of water quality, against the National Guidelines, and take action should levels cross thresholds. They report annually on these levels, and these reports are in turn assessed for compliance with the guidelines. There is no continuous national set of figures, no national network of stations reporting daily, and little coordination between the utilities.

This is a complicated set of data that does not lend itself well to the nature of the questions asked here. Water quality measures and monitoring and surveillance is a multi-jurisdictional responsibility in Canada as the number of fresh water bodies is the highest in the world and these are not all in populated areas.

The data that are assessed are collected for specific sites which are part of the EC Fresh Water Monitoring network. Canada is an incredibly large country with some of the greatest numbers of water sources in the world. It is not possible to have all the water monitored. Therefore sites are monitored where populations and campers have access to. In addition, the jurisdiction for water monitoring is not at the federal level as inland waters are the responsibility of the provinces and the territories and cities. Read here http://ec.gc.ca/eaudouce-freshwater/default.asp?lang=En&n=50947E1B-1 and see the variables list here for one particular site http://aquatic.pyr.ec.gc.ca/webdataonlinenational/en/Measurements/ChooseVariables/Sites/YT08AB0010/Projects/PYLTM/Regions/0 Also see http://www.ec.gc.ca/eaudouce-freshwater/default.asp?lang=En&n=EFDA57C6-1

Different monitoring stations update at different rates. See here http://ec.gc.ca/eaudouce-freshwater/default.asp?lang=En&n=50947E1B-1 and see here http://www.ec.gc.ca/eaudouce-freshwater/default.asp?lang=En&n=EFDA57C6-1

The data must be downloaded by station. This is a massive and complicated database and it does not make sense to download all at once unless one is a scientists and has the database resources to do so. Read here http://ec.gc.ca/eaudouce-freshwater/default.asp?lang=En&n=50947E1B-1 also see http://www.ec.gc.ca/eaudouce-freshwater/default.asp?lang=En&n=EFDA57C6-1

The data is not openly licensed, because only non-commercial re-use allowed (http://ec.gc.ca/default.asp?lang=En&xml=5830C36B-1773-4E3E-AF8C-B21F54633E0A)

From the original submission: "This submission needs careful consideration on review, as the scores for the above answers as based mainly on Environment Agency's Water Quality Archive, which only covers England, and may not adequately reflect the gaps in geographic coverage. Although the release of EA's Water Quality Archive represents progress since last year, availability of open data on water quality in Britain remains generally poor."

Russian water pollutants data collected by two Russian federal agencies.

Primary agency is "Federal Service for Supervision of Consumer Rights Protection and Human Welfare" (Rospotrebnadzor).

This agency collects data about water and air pollutants but it's network is "shadowed". No data available at agency website http://rospotrebnadzor.ru/ (Rus) and it's official open data repository - http://opendata.rospotrebnadzor.ru/

I've visited every website of every facility owned by Rospotrebnadzor but no one provides water quality data as open data or report.

Second agency is Federal Service for Hydrometeorology and Environmental Monitoring of Russia (Roshydromet).

Yearly water surface quality report prepared and published by Institute of Global Climate and Ecology of Roshydromet and Russian Academy of Sciences. It's subsidiary research facility of Roshydromet. Organization website - http://www.igce.ru/ (Rus)

Last report was published for 2015 year http://downloads.igce.ru/publications/obz_gidrobiol_2/og_2015.pdf (Rus) first report was public and online since 2007 year http://downloads.igce.ru/publications/obz_gidrobiol/og_2007.pdf (Rus)

This report is highly incomplete in terms of open data. It's dedicated to water surface quality only and has no detailed data by each chemical.

So requirement "In order to satisfy the minimum requirements for this category, data should be available on level of the following chemicals by water source." is not matched for this data in Russia.

Disclaimer: I am founder of NGO "Informational Culture" and OKI Ambassador in Russia (member of OKI Russia core team). I have no any affilation with Roshydromet or Rospotrebnadzor.

The previous submission was rejected because the data was not water quality data. It should be mentioned that the Authority does post other data like climate and rainfall. http://www.cwsasvg.com/wrmu.html

However this portal doesn't have the parameters the survey has specified and can't find reports or other documentation with the parameters required.

Original submission was rejected because could no locate all the parameters from B3. Sweden does have water quality data here: http://www.sgu.se/produkter/geologiska-data/oppna-data/grundvatten-oppna-data/vattenkvalitetsdata-per-grundvattenforekomst/

However not all the parameters are present or easily findable.

There is no water quality data available for download. There are a few portals and reports but the actual data isn't there and not all the parameters are represented.

The Ministry of water has a GIS portal of water points with some water quality data but doesn't have all the parameters; Fecal Coliform, Arsenic, Nitrates, and Total Dissolved Solids is missing. This is why the answer to B2 has been changed to No.

https://www.waterqualitydata.us/ site is much more user friendly than https://waterdata.usgs.gov/ - not sure when this new portal was created? valuable addition and good to see data sharing across USGS, US EPA and USDA on water quality
