The initial submission stated that data is openly available at the Statbel data portal. License can be found at http://statbel.fgov.be/en/statistics/opendata/licence/.

However this only refers to population data which is published as open data.

Data on Gross Domestic Product is provided by the National Bank of Belgium (NBB). This data is openly licensed (see: https://www.nbb.be/doc/dq/e_pdf_dq/escb_policy_en.pdf). An automated retrieval of larger sets of data is not allowed (hence no bulk access).

"In order to give NBB.Stat users optimal access to the data, the National Bank has developed an IT infrastructure that is able to meet normal and everyday information requirements of users. However, the application is not intended for systematic and large-scale consultation or downloading of the databases. Should the National Bank find that optimal access may be jeopardised, it reserves the right to impose restrictions. Anyone wishing to consult or download data systematically or on a large scale should first contact the National Bank."

Census data are collected every 5 years, population estimates are done every year. For each census the data has to be retrieved individually (so there is no link to datasets containing time series).

As the submitter states: "This data is very well described and has excellent accompanying documentation."

According to the Freedom of Information Law the information that is published by institutions providing state functions can be interpreted as "generally accessible information" that is compatible with Public domain approach. The law does not require for the institutions to publish declarations or licenses with the information (they can be provided on voluntary basis).

However this does not specify free reusability by anyone for any purpose.

Quarterly unemployment statistics can be found in the key indicators section of the website in HTML format (main statistics database has yearly data).

After the review made to the section I noticed that the reason why it is not up to date because the 'latest population information is from 2015'. The datasets specified are related to the 'National Population Census' which in most countries is done every 5 or 10 years because of its costs. Nonetheless, Mexico DOES officially release current population statistics as 'Demographic indicators' (https://datos.gob.mx/busca/dataset/proyecciones-de-la-poblacion-de-mexico/resource/08070f55-0a97-48fb-bfe9-e8a6c33a7f28). This dataset is released by the National Population Commission, the entity officially in charge of making demographic statistics in Mexico.

1) Administration and Management of National Statistical System. The statistical system in Thailand is regarded as the decentralized system; the National Statistical Office has played the major role in producing basic statistics, while the other government agencies can also produce statistics for their own purposes. Thus to respond the needs of users effectively and cost effective, the National Statistical Office has set up the first – ever Statistical Master Plan (2011 – 2015) for being a tool in administration and management statistical system of the country in order to produce standardized and harmonized statistics. The National Statistical Office also introduces StatXML and web service to link and exchange statistical information to be jointly used among government agencies. 2) Statistical Data Production. Data Production is regarded as one of the major mission of the National Statistical Office, especially the production of Basic Statistics for policy and measures formulation, including monitoring and evaluation of the economic and social development of the country. There are about 20 – 25 projects of statistical surveys and census conducted each year, based on strictly statistical techniques. In addition around 10 -15 projects of special surveys on public opinion, concerning interesting issues, are conducted to seek public opinion on the Government policies, and the needs from the Government. Moreover, the National Statistical Office has done also statistical analysis with its own produced data then presented some related indicators for measuring economic and social trends. 3) Statistical Service. There are various means in providing statistical service by the National Statistical Office, i.e. publication, CD-ROM, Databank and via internet of NSO website at http://www.nso.go.th Data provided are of both NSO production and of which other statistical agencies. The National Statistical Office also provides training courses on statistics and computer, including advisory service. The service also includes the consultation about the use of statistical data and special request of statistical tabulation. The users of both public and private sectors in and outside the country can equally access to our statistical service.
