Data about the daily mean concentration of air pollutants, especially those potentially harmful to human health. Data should be available for all air monitoring stations or air monitoring zones in a country. The Index focusses on key pollutants as defined by the World Health Organisation. As I said before, there are many different sources of pollutant emissions data in Brazil, but any of them seems to comply with the methodology of the open data index. I would just like to point out some of the information I could get apart from what I focused during the process of filling the survey. 1) All information of the MMA can be obtained through this link: http://www.mma.gov.br/cidades-sustentaveis/qualidade-do-ar 2) In August 2016, the MMA complied with the creation of a transparency platform for pollutant emissions data, but it is not yet available. http://www.brasil.gov.br/meio-ambiente/2016/08/sistema-nacional-traz-transparencia-aos-dados-de-emissao-de-poluentes 3) Data on pollutant emissions by vehicles since 1980 until 2012 is also published in pdf format by the MMA: http://www.mma.gov.br/images/arquivo/80060/Inventario_de_Emissoes_por_Veiculos_Rodoviarios_2013.pdf 4) INPE produces the map (http://meioambiente.cptec.inpe.br/index.php?lang=pt) but also information on the Amazon region downloadable in .xls format (http://inpe-em.ccst.inpe.br/), which is also available in the brazilian open data portal (http://dados.gov.br/dataset/inpe-em/resource/6ec5237b-dc27-4489-8ad2-17ff7548dbf6) 5) IBGE used to have periodic research on emissions, but it seems to be outdated for most of the metropolitan regions (http://seriesestatisticas.ibge.gov.br/series.aspx?vcodigo=IU5&t=concentracao-poluentes-ar-areas-urbanas-1) 6) This kind of data has better quality in the subnational level. I put here two examples I found, which is from the Federal District (http://www.ibram.df.gov.br/informacoes/meio-ambiente/qualidade-do-ar.html) and from the State of São Paulo (http://sistemasinter.cetesb.sp.gov.br/Ar/php/boletim_por_poluente.php). There should be a kind of aggregation of subnational level data.

Air quality data is available on a daily basis, but only for air pollution concentration exceeding the recommended daily threshold values. THis data is available as open data here ( http://opendata.government.bg/organization/izpalnitelana-agentziya-po-okolna-sreda) as well as public data here (http://eea.government.bg/airq/bulletin-en.jsp).

The data does not conform with the required characteristics, that air quality data must be readily available per air monitoring station (also pollution levels below thresholds), or at least for the biggest cities.

The original submission referred to a database presenting pollutant emissions of industries, available by regions. Whilst this information is of tremendous value, it does not match the Index's required data characteristics, which is air quality measurements (the difference is that emission data measure pollutants at the source, while air quality data measure their concentration in the air). Pollutant emission data meet almost all criteria of open data, but are not consistently updated (Comment submitter: "These are national data and are updated in an uneven way. Daily updated data are available from the provinces, territories and by cities who must report these data to the chief medical officer of health").

The review refers to another dataset from the National Air Pollution Surveillance Program (NAPS). It is available at: http://maps-cartes.ec.gc.ca/rnspa-naps/data.aspx. This data contains annual data per measurement stations for all required pollutants. It is therefore not updated. The downloaded file indicates that the data is incomplete. Therefore it is assumed that the download function is not bulk.

The Environment and Climate Change Website, hosting the data, does not allow for commercial use (http://www.ec.gc.ca/default.asp?lang=En&xml=5830C36B-1773-4E3E-AF8C-B21F54633E0A#copy). Therefore the data is not considered openly licensed.

In Costa Rica, the national inventory of greenhouse gases is done by the National Meteorological Institute (IMN) dependency attached to MINAE: http://cglobal.imn.ac.cr/gases-efecto-invernadero. The last one published was for 2011 and are still lacking to be the product of a national monitoring system as is established by the Kyoto Protocol, and an appropriate instrument for decision-making in both the public sector as the private sector.

OGD India gives an exhaustive amount of data (Historical as well as real time) with regard to emission and other related details. The data is in open format and machine readable. Area and pollutant wise air quality can be accesed on Data portal India at https://data.gov.in/catalogs?query=air+quality&sort_by=search_api_relevance&sort_order=DESC&items_per_page=9. Real time Ambient Air Quality Data at various locations in the country is available at https://data.gov.in/catalog/real-time-air-quality-index. Data is in XML format.

We have already submitted the responses on 20th Sep 2016 which is accessible at old site i.e. http://global.census.okfn.org/submission/84b7a780-3469-42a5-8bed-f97e1d6bb8be, but, unfortunately it was not considered for review. You are requested to kindly consider this resubmission in this new format for review.

Russian air pollutants data collected by two Russian federal agencies. Primary agency is Federal Service for Hydrometeorology and Environmental Monitoring of Russia (Roshydromet).

Yearly air pollution quality report prepared and published by The Voeikov Main Geophysical Observatory. It's subsidiary research facility of Roshydromet. Organization website - http://www.voeikovmgo.ru/ (Rus)

Last report was published for 2015 year http://www.voeikovmgo.ru/images/stories/publications/2016/ejegodnik_zagr_atm_2015.pdf (Rus) first report was public and online since 2006 year http://www.voeikovmgo.ru/download/publikacii/2008/Ezegodnik2006.pdf (Rus)

This report is highly incomplete in terms of open data. Data for report collected from 688 stations from 249 cities (2015 year) but for report it's aggregated to sub-regional level and much lesser information for each city.

Very limited data like "most polluted cities" and "average air pollution for regions" available at Voeinkov facility website http://www.voeikovmgo.ru/index.php/ru/struktura/otdel-monitoringa-i-issledovanij-khimicheskogo-sostava-atmosfery/laboratoriya-analiza-i-otsenki-sostoyaniya-zagryazneniya-atmosfery (Rus) but it's not open data and even not machine-readable data too. And it's incomplete, not all cities covered and no numeric data provided.

Also this data is not published in official Roshydromet repository - http://www.meteorf.ru/opendata/ (Rus) on it's official website

  1. Second agency is "Federal Service for Supervision of Consumer Rights Protection and Human Welfare" (Rospotrebnadzor).

This agency also collects data about water and air pollutants but it's network is even more "shadowed" than Roshydromet one. No data available at agency website http://rospotrebnadzor.ru/ (Rus) and it's official open data repository - http://opendata.rospotrebnadzor.ru/

I've visited every website of every facility owned by Rospotrebnadzor but no one provides not reports similar to Roshydromet report, not raw data.

So requirement "Data should be available for all air monitoring stations or air monitoring zones in a country." is not matched for this data in Russia.
